The notice proposes to promote the unified integration of distributed photovoltaic projects into the city's virtual power plant management platform, accelerate the participation of photovoltaic projects in the electricity market trading in the virtual power plant mode, and explore the establishment of a mechanism for connecting green electricity trading and carbon trading markets.

Organize and implement precise response of virtual power plants. Promote the participation of distributed resources in various electricity market transactions, clarify user participation mechanisms, equipment access requirements, entry thresholds, application scenarios, organizational models, and transaction settlement rules. On the basis of market-oriented demand response in Guangdong Province, the Shenzhen Virtual Power Plant Management Center can initiate precise response to local power supply shortages during the intraday and real-time stages, and the subsidy standards for participating users in precise response shall not exceed the support level of market-oriented demand response in Guangdong Province.
