Electricity Metering Management System at County Level

System Makeup
The whole system consists of third-level equipment, second-level channels and a system, of which:

  • Third-level equipment refers to electricity metering equipment, data acquisition equipment and master station equipment.

  • Second-level channels refers to means the data channel between data acquisition devices and meters (downlink channels) and that between data acquisition devices and master station system (uplink channel).

  • A system means the electric energy metering management system.
      

Main Functions

  • File Management: maintenance and management of basic indices of metering points and equipment, status of concentrators, data acquisition plan and operation log, among others;

  • Automatic meter reading and power consumption monitoring in various electricity metering points such as substations, industrial and mining corporate users and residential users;

  • Monitoring and knowledge of power supply and consumption so as to achieve scientific power consumption and reduce billing errors of power supply bureaus;

  • Automatic meter reading to avoid disturbing users and reduce meter readers; improvement of the efficiency and accuracy of electricity metering;

  • Monitoring of power consumption load, voltage eligibility rate and power factors;

  • Electricity and line loss statistics and inquiry. 

Technical Solutions

  • It is advised that junction substations adopt fiber optics or telephone to conduct data acquisition communication between the master station and terminals and that terminals and meters acquire data through RS485 channel;

  • For big users and low-voltage distribution transformer, it is better to adopt GPRS/CDMA to conduct data acquisition communication between the master station and terminals and that terminals and meters acquire data through RS485 channel;

  • For low-voltage residential users, it is better to adopt GPRS/CDMA to conduct data acquisition communication between the master station and terminals and that terminals and meters acquire data through low-voltage power line carrier communication/RS485 channel.
     

How to build the system?

  • Installing electronic energy meters in metering points at various levels such as substations and electricity distribution rooms;

  • Installing data acquisition terminals, wiring for terminals and meters, and commissioning communication;

  • Connecting data acquisition terminals with the system through PSTN/Ethernet/GPRS/CDMA or other communication way;

  • Creating files and inputting communication information in the master station system, conducting alignment test for the aforementioned equipment, acquiring, managing and monitoring electricity data, and releasing the information;
  • Each work station can manage and apply electric energy through the system.
